To the Honorable Meeting Planners of the

GSA 18TH AUSTRALIAN GEOLOGICAL CONVENTION &

ASEG 18TH INTERNATIONAL GEOPHYSICAL CONFERENCE AND EXHIBITION

First I want to thank you for inviting me to the AESC2006 to present my paper entitled THE PRINCIPLE OF UNIVERSAL PARALLELISM AND ITS APPLICATION IN EARTHQUAKE PREDICTION (doc id 7). But unfortunately due to the following account I may not be able to attend the convention:

During my present 17 year stay in Iran I could not obtain any cooperation or support for my research work. Although the first edition of the above paper was accepted at 21^st National Symposium on Geosciences in Tehran (Feb.2003) but it did not result in any cooperation. Now with this extended second edition which got accepted for the AESC2006 there is the possibility to obtain the needed attention and support for further research.

Now if you read my short biography, not the one required and submitted to the AESC2006, but the one on my web site at www.up-research.com/biography.html you may understand why I might not be able to attend the convention. As you see, due to special circumstances I am presently staying in a poor house in Mashhad / Iran with no funds at disposal even to afford the registration fee, not to mention all the other expenses needed to attend the convention.

It will be a piety that the scientific community should be deprived of a scientific contribution which could be very valuable not only for earthquake prediction but for all branches of science simply because the author cannot afford the required registration fee.

Therefore I request you not to delete this scientific contribution but to go all the way and publish this paper even without my presence so that it may benefit the advancement of science.
